There is no doubt that Orleans Parish will lose seats in the State House, probably at least two in the House and one in the Senate. It is easy to just eliminate the seats that cover the East and parts of the 8th and 9th Wards, but this would ignore the reality that historically seats in New Orleans were drawn in pie wedges Uptown from the river to Mid-City, or from the Lake South to Mid-City. That is why Mid-City itself has never been able to elect a State Rep or State Senator of its own. As the center of the wedge it is parts of many wedges.
Abramson and Leger both hold districts that prior to the Storm had black majorities. The areas in the rear of those districts, in Broadmoor, Treme and Mid-City, were hit hard by the Storm and remain depopulated. Precincts in the rear of these districts that had 150 voters in 2003 had 20 voters in 2007. It would make more sense to combine Abramson and Leger’s districts into one, running it from the river out on a wide path until it reaches the maximum population point, which would probably be somewhere near Claiborne Avenue. This would be an 80% white voting district. This would then allow a heavily black district to be crafted in the center around Claiborne towards Mid-City and Treme.
